By registering, the subscriber agrees to the Subscriber Agreement and the CP/CPS.
The administrator confirms the information is accurate, creates the account, and
issues a certificate from the console (Users -> Issue certificate).
Name and email are the only identifiers asserted; there is no government-ID
verification (this is not a qualified CA).
